PAN DEVELOPMENT ASSOCIATION KICKS AGAINST PROPOSED CREATION OF LOWLANDS STATE, SAYS PROCESS ILL-CONCEIVED.
The Pan Development Association (PDA), on behalf of Pan traditional council, Pan Advisory Council of Elders, Pan Women and Pan Youth, unequivocally rejects the fraudulent and non-consultative position of a self-imposed group led by Timkat Peter ACA, in their reckless and undemocratic attempt to alter the administrative structure of Qua'an-pan for the creation of Lowland State. This so-called memorandum, which is being circulated on various platforms, is nothing short of an affront to the rights and dignity of the Pan people.
The memorandum in question proposes the creation of Lowland State with 24 additional local government areas, spanning across Langtang North, Langtang South, Wase, Mikang, Shendam, Qua'an-pan, Kanke, Kanam, and Pankshin. While we recognize the democratic rights of individuals and groups to push for administrative changes, we view this proposal as a direct assault on the unity, peace, and collective aspirations of our people. Therefore, we strongly oppose it for the following reasons:
TOTAL LACK OF BROAD-BASED CONSULTATION
The proposed state creation is an outright misrepresentation of the will of the majority within the affected local government areas. In the case of Qua'an-pan, there was absolutely no widespread consultation with traditional rulers, community stakeholders, or relevant interest groups before the submission of this reckless memorandum. This attempt to carve out new LGAs without consent is dictatorial and unacceptable. Any restructuring must be based on the collective will of the people, not the manipulations of a handful of opportunists with no legitimate mandate.
A DIRECT THREAT TO UNITY AND COHESION
This arbitrary and self-serving proposal will undoubtedly create chaos, division, and conflict over resource allocation, governance, and identity. The affected LGAs in Qua'an-pan have long enjoyed cultural, economic, and social harmony. This dangerous scheme, which fails to carry relevant stakeholders along, threatens to destabilize our peaceful co-existence and plunge our communities into avoidable crises.
ECONOMIC INSANITY AND LACK OF SUSTAINABILITY
While the memorandum deceitfully includes an Economic Development Plan, there is absolutely no convincing framework to guarantee the sustainability of these proposed LGAs. The reckless addition of administrative structures will lead to financial wastage, massive bureaucracy, and governance inefficiencies. It is utterly irresponsible to impose such an ill-thought-out financial burden on the people without due deliberation and analysis.
POLITICAL MANIPULATION AND GROSS LACK OF TRANSPARENCY
This proposal is clearly driven by selfish political motives, backed by faceless individuals with no legitimacy or grassroots endorsement. Qua'an-pan, being a multi-ethnic LGA, cannot and will not be subjected to such a deceptive agenda pushed by political jobbers masquerading as representatives of the people. Local government creation must be a transparent and people-driven process, not a backdoor deal hatched by self-serving interests.
Given these glaring inconsistencies, deceptions, and underhanded tactics, the Pan Development Association, while standing in support of genuine state creation, unequivocally rejects the fraudulent Lowland State proposal orchestrated by the Timkat Peter ACA group. We call on all well-meaning citizens to rise in absolute resistance to this illegitimate and ill-advised plot to force an unwanted structure upon our people. We remain resolute in our commitment to unity, peace, and sustainable development under well-implemented and people-centered frameworks.
We, therefore, urge the National Assembly, the Presidency, and all relevant authorities to summarily dismiss this sham proposal and instead engage in meaningful and inclusive dialogue with the true representatives of the people to address legitimate developmental concerns.
